- Tim Adriance, Historian and Historic Preservation Specialist: Margaret B. and John R. Zehner Award for Historic Contribution: For contributions to the county's history, and for underscoring the value of historic preservation to the community
- Robert C. A. Sorensen: Preservation Leadership Award for individuals, groups, and government agencies that display outstanding leadership or continuing contribution to the preservation of historic resources in Rockland County.
- The Angel Nyack Board: Adaptive Use Award for the First Reformed Church, Nyack.
- Rev. John Schneider and Church Elders: Continuing Use Award, Central Presbyterian Church, Haverstraw
- Joseph Panzella amd Andrew Rosenberg: Rehabilitation Award for the Bogert House, 77 Main Street, Tappan
with Special Commendations going to
- Terri Thal, upon the publishing of her book My Greenwich Village: Dave, Bob, and Me.
- Andrew Goodwillie, Myra Starr, Evelyn Fitzgerald, Tom Hackett, Jennifer Rothschild, and Lola and Richard Esnard, for the Historical Trail Signs Project along the Erie Railroad path.

- The County of Rockland, for its commitment to the preservation of Open Space and recent acquisition of the DePew Farm in New City.
